You will receive a letter periodically reminding you of your debt. Each year the IRS will ask for an updated financial statement to see if your ability to pay has increased. As long as your income and assets are low, this will continue until a) you file bankruptcy, or b) 10 years from the date of assessment have elapsed.  After 10 years the IRS cannot collect on that debt.
